1. Objectives of the Project
As the use of computer becomes common in our life, more and more people today write by pressing a keyboard rather than using a pen. When one writes by hand, it is his or her hand that decides the character form in the writing. However, if people use a computer for their writing, it means that they have to use the character forms stored in the computer. Writing by using a computer is efficient and convenient because the characters are already there in the machine.
However, it is also true that still numerous characters are not installed to computer, which often becomes the cause of confusion or even annoyance particularly among those who have a more specialized profession. For Koreans, to whom the Chinese characters are still an important medium in their writing, an encounter with such a situation is not very rare.
Non-standard characters are those that are not admitted to the standard code of a nation. Every country has its own standard code system in which a specific number of characters are selected to be used for computer. However, PC users, particularly those who use Chinese characters on a regular basis for research, education, publication, information processing, and other professional activities, often find lack of characters in their PC. For Koreans, who have been through many changes in their alphabet/orthographic system even before the invention of Han-geul, the matter is more serious than others, Japanese people, for example, who have also been under the influence of the Chinese writing system.
There have been efforts to deal with the problem of non-standard characters by individuals and groups of people. However, such uncoordinated separate struggles are proved to have been a loss at a national level, causing the following problems.
..... Waste of labor, time and money because only a temporary effect was made
..... Lack of compatibility because of the different character sets
..... Confusion in information processing resulted from unprofessional analysis and ......character/font types
Therefore, it is more than necessary to coordinate or centralize the efforts of collecting characters and standardizing technical requirements. By doing this, we can prevent the inefficiency and waste of resources such as those stated above.
The Registration Center of Non-standard Characters as "the center of the national network for collection of information, research and support for non-standard characters", productivity of individuals and organizations related with information processing of Korean as well as information industries. The center aims to play a leading role in increasing efficiency in the academic activities for computer-aided processing of Korean and the efforts of standardizing international codes such as those by ISO.
